Cox argued for reforms in civil service, worked to extend the scope of the census, and championed legislation for the development of the West. As well as having an act passed to increase letter carriers pay, lessen their hours of labor & gave them vacation with pay. His service was recognized by the Letter Carriers of New York & a bronze statue of their benefactor was raised in
Astor Place in New York City. President Cleveland appointed minister to Turkey . (1885-1886) After serving as minister to Turkey he again entered Congress in 1886. Among his books are "A Buckeye Abroad" 1856. "Puritanism in Politics" 1863. "Three Decades of Federal Legislation" 1885. "Why We Laugh" "Eight Years in Congress" "Diversions of a Diplomat in Turkey" "Search for Winter Sunbeams in the Riviera, Corsica, Algiers, and Spain" "Artic Sunbeams" "Orient Sunbeams" "Free Land and Free Trade" " The Four New Stars" He was a regent to the Smithsonian Institute.
