Richard Duane Focht, 81, passed away peacefully of kidney and heart failure on Sunday, January 17, 2010.

He is preceded in death by his father and mother, Roscoe and Blanche; his siblings, Irene, Clark, Ross, Laura, Stanley, and Robert. He is survived by his beloved wife of 44 years, Maysel; and his daughters, Delaine and Susan.

Richard was born in Vallisca, Iowa in 1928. The family moved to Glendale, California in the early 1940's where he graduated from Hoover High School. He was a Navy veteran of World War II and was a member of the Masonic Lodge.

He and his wife, Maysel moved to Northern California, living in Paradise, Corning, and then in Chico for the last 14 years, where he worked for Biggs Electric until his retirement.

"Dick", as he was called by his friends, loved singing, gardening, and observing the wonders of nature. He and Maysel enjoyed each day together and loved one another deeply.

He was a kind and loving man. He will be greatly missed and will remain in our hearts always.

Bidwell Chapel is handling arrangements. Memorial services are pending.

Gullion died on Dec 20, 1884 at Port Royal, Henry County, Kentucky, at age 58.
     

"We are sorry to chronicle the death of Elijah Gullion who died at the residence of John S. Gullion on Saturday, the 20th of December. His home was near Emerson, Marion County, Mo., in which place he removed from this county about thirty years ago. He came to Kentucky last August to visit his brothers, John, Ben and Dock Gullion, not having been here for eighteen years before. Soon after his arrival he was stricken with that terrible foe, typhoid fever, and was prostrated by it for 13 weeks. His wife, who came soon after his long illness began, remained with him until his death. The remains were taken to his home in Missouri for burial. Otis Bates, nephew of the deceased, accompanying the breaved wife. Mr. Gullion was about 58 years of age. His wife and seven children survive."

Elijah was living in Carroll Co., Kentucky with his parents in 1850. In 1853 he moved to Missouri and married Mary Ann McPike of Emerson, Missouri. In 1860 Elijah and Mary Ann joined the Baptist Church. Their children also became members. About 1884 he owned 406 acres of land and specialized in hog raising. There was a Gullion School and a Gullion Cemetery nearby.

Omar grew up in the Emerson, Missouri are. He went to teacher's college in La Grange, Missouri, getting his BS and Masters degree there. He went to the University of Missouri Medical School. With additional training at Cornell in New York and at the Rush Medical College at the University of Chicago he obtained an MD and PhD. He taught medical pharmacology at Cornell University and then joined his brother Wilbur in a medical practice in Colorado Springs, Colorado. He moved to Eugene, Oregon in 1911 where he was an eye, ear, nose and throat specialist until he retired in the early 1950s.

She then was a ski instructor at the Hans Schnieder Ski School in North Conway, New Hampshire. In the early 1950s she returned to Oregon and became the school's psychologist for the Eugene Public School System. She wrote a book on psychology.

Gordon was a wildlife research biologist, first in Nevada and after 1958, on the faculty of the University fo Minnesota where he was a professor in the Department of Fisheries and Wildlife in 1988. His specialty was forest wildlife management, especially as related to ruffed grouse. In 1988 they lived in Clogue, Minnesota.

JAMES M. PROCTOR ~ (Farmer, Stock-raiser and Stock-dealer, Post-office, Monroe City). An outline of the family antecedents of Mr. Proctor has been given in the sketch of his brother, Dr. Thomas Proctor, which precedes this. The father, as there remarked, became one of the well-to-do farmers of Marion county. In early life he was a tanner by trade, and commenced quite poor, but by industry and superior business management became a large property holder. He raised stock quite extensively and also grew tobacco in large quantities. He owned at his death over 1,400 acres of land.

James M. was born near Philadelphia, in Marion county, March 3, 1837, and was educated at the Baptist College at Palmyra. He subsequently taught school two terms and then resumed farming on the old family homestead, where he continued until 1866. Meanwhile he had married, and from the old Proctor homestead he came to Monroe county and settled on his present farm, or rather a part of his present farm. He first had 360 acres, but has since added until he now has 1,160 acres, 480 of which are in his home tract, and the balance only a half a mile distant.

Although farming in a general way all the time, for a number of years he has made a specialty of raising and handling stock. His lands are largely run in blue grass for that purpose, having about 1,000 acres in pasturage. He usually keeps from 100 to 150 head of cattle on hand on his home farm, quite or nearly all of high grade and thoroughbred stock. He now has 110 head of fine short-horn cows that he is crossing with Hereford stock for the Western trade. Mr. Proctor is also a leading stockholder in the Monroe City Bank, and in the Monroe Texas Cattle Company, in the former of which he is a director, and is vice-president of the latter. Mr. Proctor has one of the finest stock farms in Monroe county. His place is handsomely improved, including, buildings, fences, pastures, water facilities, etc. His residence alone, a fine two-story brick, with a stone basement, containing eleven rooms and three large halls, besides a commodious basement, all handsomely constructed and elegantly furnished, cost over $5,000. It is built on a beautiful collado ? or eminence gradually rising from the public road about a quarter of a mile distant, and is approached by a handsome carriage-way. The site commands a fine view, not only of his own large pastures and fields, undulating and stretching away in the distance, but also of the surrounding country for miles.

On the 7th of June, 1860, Mr. Proctor was married to Miss Ellen K. McPike, a daughter of Hon. James McPike, now deceased, of Marion county. Her father came to Pike county, Mo., from Henry county, Ky., in 1840, and was a brother to Aaron McPike, of Audrain county. Her mother was a Miss Mary Clinton. They removed to Marion county in about 1841. He was a leading farmer and stock man of Marion county and died there in the fall of 1878. He represented that county in the Legislature, and was one of its most intelligent, progressive and public-spirited citizens. He was quite wealthy, and was said to be the finest judge of stock in the State. He was a man of the most generous impulses. He was never able to say no when applied to for help, although he was often imposed upon by those who were unworthy of assistance.

His wife died in 1873. His first wife died before his removal to Missouri. Mrs. Proctor has two brothers, Benjamin and Jefferson, the former of Marion and the latter of Knox county. She also has two half-brothers and a half-sister, Edward and William and Mary, the wife of E. D. Gullien, all of Marion county. Mr. and Mrs. Proctor are blessed with a family of eight children: Ellen M., now Mrs. James Randol; Thomas J., Zack C., assistant cashier of the Monroe City Bank; Anna B., James M., Alma C., Mattie and David M. They had the misfortune to lose a little girl, Jennie Lee, at the age of four months. Both parents are members of the Missionary Baptist Church, and he is a member of the A.F. and A.M., Chapter degree. Mr. Proctor is a man of marked natural intelligence and culture, and an agreeable, pleasant gentleman in bearing and conversation.

Despite repeated body exhumations, trial ends in nolle prosequi

When we left the trial of Mrs. Alma Proctor Vaughn and Dr. James Hull last week they were out on bail awaiting a May court date to face charges of murder in the death of her husband, Professor John Thomas Vaughn. At the time of his death Vaughn was a popular professor of history at the State Normal School in Kirksville. The case was followed in major city newspapers as well as those in Missouri through dispatches from Kirksville in Adair County.

Mrs. Vaughn went to Cleburne, Texas, to rest until her trial. Her brother, James, and her attorneys were not resting. About midnight on March 19 Professor Vaughn’s body was once again exhumed by Sexton Ruhn of St. Jude’s cemetery on behalf of the defendant. Dr. George Still of Kirksville and a physician from St. Louis removed the spine, tongue and other organs they deemed necessary for testing by defense experts in St. Louis. Professor Vaughn was said to have believed that he had a cancer on his tongue and the defense hoped to show he may have committed suicide with self-administered strychnine to avoid the painful ordeal and ultimate death from the cancer.

The May trial was postponed and a change of venue to Schuyler County was granted. On June 10, 1910, James M. Proctor, Mrs. Vaughn’s father, died at his home in Monroe City. Newspapers reported that worry over his daughter’s troubles led to his death. He was 73.

The matter was re-scheduled for trial in January 1911. The prosecution asked for another continuance on the basis that their expert witness, Dr. Paul Schweitzer, was in no condition to take the stand and testify that he had found a lethal dose of strychnine in the Professor’s stomach and liver after his body was exhumed in February 1910. Judge Shelton said he believed Dr. Schweitzer, who was more than 80 years old, could “never again appear in court.” Adair County Prosecuting Attorney Reiger, whose term expired January 2, filed a “nolle prosequi” meaning he was unwilling to pursue the charges and Mrs. Vaughn and Dr. Hull were released.

Dr. Schweitzer died later that year and in 1912 Schweitzer Hall at the University of Missouri in Columbia was named in his honor.
Nothing has been learned about the fate of Dr. James R. Hall. The 1920 census shows that his wife Chloe Bell Hull, a widow, was living with her daughter Bessie Spiker and family in West Bishop, Inyo County, California.

On January 12, 1918, at the height of hostilities during World War I, Mrs. Alma P. Vaughn and William B. Fahy were married at the home of Mrs. Vaughn’s sister, Mrs. A. T. Baker, in Fort Worth, Texas. The Monroe City News said: “Although rumored at various times that this marriage would take place, it came as somewhat of a surprise at this particular time to the friends of the contacting parties. The bride, with her daughter, Winnifred Vaughn, had been in Fort Worth the past two months, guests in the Baker home. Mr. Fahy left this city Thursday, very few having knowledge of his destination or the culmination of his trip. Mr. and Mrs. Fahy are well known Monroe City people and held in high regard by all. The former is Deputy United States Marshall and has in the past several months apprehended a number of slackers and other anti-government agents in this district.”

It is interesting to note that shortly after the Fahys returned from a honeymoon in Dallas, he made five more arrests of prominent Northeast Missouri men on charges of uttering disloyal statements against the United States Government and the president. Included were T. E. Sublett, for 25 years editor of The Kirksville Graphic weekly newspaper and Charles N. Roberts, former sheriff of Adair County.
William B. Fahy adopted Winnifred Vaughn shortly after his marriage. He was Deputy United States Marshal in the Hannibal Division from 1914 to 1920 and represented Monroe County in the State Legislature in 1909 and 1911 where he sponsored a bill which gave registered nurses their first legal standing in Missouri. He was appointed United States Marshal for eastern Missouri in 1933 and served four terms, retiring in 1942.

Alma Proctor Vaughn Fahy suffered a stroke on April 22, 1951 and was confined to her home at 733 Stanton Avenue until her death April 28, 1953. Winnifred took care of her step-father until his death February 16, 1960. She died in April 1966 and is buried next to her parents, John T. Vaughn and Alma Procter Fahy, in St. Jude’s cemetery. William Berryman Fahy was buried in historic Brush Creek cemetery in Ralls County. He had organized the Brush Creek Cemetery Association and devoted a great deal of time improving the cemetery grounds where he was buried.

DAVID M. PROCTOR: DEVELOPER, ATTORNEY, MERCIER ST. RESIDENT, who created the third subdivision in the WPHA area, Waldo Ridge. Proctor was a native Missourian, educated at William Jewell College and Columbia University in New York, where he received a law degree. He returned to Kansas City but soon found that being an attorney was not enough. His business acumen led him into real estate, a rapidly growing field in 1907. By 1910, Proctor had organized and become president of the Westmoreland Land and Investment Co. His numerous land purchases and sales from 1907 to 1920 reveal that he was a developer first and an attorney second.

Proctor's goal was to create an attractive, high-quality residential neighborhood of single-family dwellings, with no apartments or duplexes. The four subdivisions he established - Waldo Ridge, Westmoreland, Westmoreland Place and Westmoreland Extension - comprise nearly 40% of the WPHA area. The Ward Parkway Homes Association today is a reflection of the careful planning and hard work of David Proctor, more than any other developer.

In 1900, the land between State Line Road and the east lane of Ward Parkway, and from 75th Street north to Gregory Boulevard, was an 80-acre farm owned by Constance Bartholomees. In 1901, Mrs. Bartholomees sold the land to Charles C. Orthwein for $16,000. Orthwein, a local investor who lived in the Coates House Hotel, sold the south half of the property (40 acres) 15 months later in 1902 to Elizabeth Jackson for $20,000. Actually this was part of a land swap, as the adjacent page in the Jackson County deed book shows Orthwein purchasing parts of two lots in an existing Kansas City subdivision from Mrs. Jackson for $11,500 on the same date. (The map in Part 2 of this series shows the name as "Ortwein." It was drawn from the 1907 city atlas which also misspelled the name).

Mrs. Jackson lived in the farmhouse, near what is now 7410 Wyoming St., until 1907, when she sold the 40 acres to David Proctor for $42,500. In November 1909, from the south half (74th Street to 75th Street), Proctor created the fourth subdivision in the WPHA area, called Westmoreland. The farmhouse was later moved to the southeast corner of 75th Street and Pennsylvania St.

In 1911 Proctor and his wife Dayse built their own home at 7404 Mercier St., a white, two-and-a-half-story neo-Georgain-style house. They owned the lots to the north (7400 Mercier St.) and south (7412 Mercier St.) for many years, keeping them vacant to serve as extended side yards, and lived there until Dayse's death in 1971 (Proctor died in 1955). The present owners, Kevin and Laura O'Rourke, have extensively repaired and restored the home, and contributed much of the biographical information on David Proctor in this article.

David M. Proctor, Jr., 90, Kansas City, MO, passed away Monday, August 16, 1999, at Carondelet Manor Nursing Home. Memorial services will be 3 p.m. Wednesday, August 18, at Wornall Road Baptist Church; private burial at Mt. Moriah Cemetery.

Mr. Proctor was born January 10, 1909, in Kansas City, MO. He graduated from Amherst College and the Kansas City School of Law. He served in the United States Army, achieving the rank of Lt. Colonel (Ret.) and was appointed Assistant United States Attorney in 1953. He was the last charter member of Wornall Road Baptist Church. He was preceded in death by his wife, Evelyn F. Proctor. Survivors include two daughters, Virginia P. Young and Janet S. Waller; a son, David M. Proctor III; seven grandchildren; two great-grandchildren; a sister, Elizabeth Jenks; and nieces and nephews.
