Almer E. Monroney was born 56 years ago in Soldier, Kan., the son of Sylvester Monroney, a Union veteran, of Indiana, and Elizabeth Buckless Monroney. Early in childhood he moved with his family to Carmi. Ill., where he received a grade school education. Completing grade school, he went to work to support his mother and two sisters as a miller's apprentice. This work took him to Louisiana where he met Daisy Stillwell, who became his wife in 1895.

In 1891 he joined the hordes of young men who emigrated to the new Oklahoma and began work polishing stoves for $1 a day. In 1895 with William Schweinle he established the "Doc & Bill" Furniture Co., at 8-10 W. Grand Ave. From a capital of $100, the business grew until at his death the concern had assets of $250,000. He was the "Doc," and Schweinle, now deceased, was "Bill." As the business grew, the pioneer name was retained because of the sentiment and good will borne by the firm title. At the time of his death, July 29th, 1928, Monroney was president and majority owner of the business.

Buried in Fairlawn cemetery, Monroney lies in a burial park that claimed his time for 15 years. For a time he was chairman of the cemetery board and encouraged the beautification of Fairlawn. New methods to guard the funds for perpetual care of the burial park were instituted during his service on the board.

He was a member of the First Presbyterian Church, Oklahoma City, for many years, and gave loyal and faithful service to various offices of trust to which he was called. He was also a past director and much esteemed member of the Rotary Club.

Monuments to his civic zeal will stand against all time. It was Monroney who was campaign manager for the first big bond issue put over in Oklahoma City. The city reservoir, Lake Overholser, the mammoth dam and conduit system all resulted from the successful campaign waged by him.

The first non-partisan movement for improved city government was launched with Monroney at its head. He was chairman of "The Voters League," from which grew the present non-partisan city groups.

The state fair claimed his time when as director for several years, he aided in drives to keep the fair open. Monroney's name appears on the State Capitol cornerstone. As grand master of the Oklahoma Grand Lodge, he officiated at the laying of the cornerstone.

The magnificent Masonic temple stands also as a tribute to his tireless efforts to erect the structure. As chairman of the building board, Monroney served during the building and the subsequent refinancing of the temple. He served the Masonic bodies from Master of the Blue Lodge, commander of the Knights Templar, Potenate of the Shrine, Representative of the Building Board for Cyrus Chapter Number 7, Patron of the Eastern Star, to Grand Master of the Grand Lodge.

He also served the Chamber of Commerce, being a director at the time of death. For more than 15 years he was in constant work, most of this time as a director. For one term he served as its president. He also headed the City Retailers Association.

The Oklahoma Railway Co. claimed his service also when he was made one of the directors at the reorganization of the company. He served for four years as a director of the Fidelity National Bank. "Doc" Monroney, the builder, is his honor name.

SANGER, WINONAH LEAH MONRONEY (1874-1957)

Physician and birth control advocate Winonah "Winnie" Leah Monroney Sanger, middle child of Dr. Sylvester Lewis and Elizabeth Buckles Monroney, was born on February 2, 1874, in Jefferson, Illinois. After graduating from Carmi, Illinois, public schools in 1890, she taught there from 1891 to 1894. During the next three years she taught math and science in an Oklahoma City high school. She received a bachelor's degree from Scarritt College in Neosho, Missouri, in 1898 and the M.D. degree from Washburn College in Topeka, Kansas, in 1904. She began her medical career in Oklahoma City that year and later served the Oklahoma City Public Schools as medical inspector (1918-23) and as women's medical advisor for Oklahoma University Health Service (1923-27). An advocate for family planning and birth control, she shared a practice with her husband, Dr. Fenton Mercer Sanger, and son, Dr. Fenton Almer Sanger. During the late 1920s Winnie Sanger contributed articles relating to women's health issues to The Oklahoma Woman magazine.

Sanger, a Methodist and a Democrat, was president of the Oklahoma State Federation of Women's Clubs, Oklahoma Medical Women's Auxiliary, National League of American Pen Women (Oklahoma City branch), and Oklahoma Writers' Club. She was active in the Oklahoma State Medical Society (elected life member), Order of the Eastern Star, Chi Omega Epsilon, and Daughters of the American Revolution. She was inducted into the Oklahoma Hall of Fame in 1935, and the Sanger House at the University of Oklahoma was named for her in 1949. Sanger died February 9, 1957.

Almer Stillwell "Mike" Monroney (March 2, 1902 – February 13, 1980) was a Democratic Party politician from Oklahoma.

He also represented Oklahoma's 5th Congressional District in the United States House of Representatives from 1939 until 1951.

He then represented Oklahoma in the United States Senate from 1951 until 1969.

Monroney graduated from the University of Oklahoma (Norman) in 1924, then served as a reporter for the Oklahoma News from 1924 to 1928. In 1938 he ran for Congress as a Democrat and was elected, then reelected in the five next elections, up to 1951.

As a Representative, he co-authored the Legislative Reorganization Act of 1946. As a Senator, he sponsored the Automobile Information Disclosure Act of 1958. The law required that all new automobiles carry a sticker on a window containing important information about the vehicle. That sticker is commonly known as a "Monroney sticker". After the war there were many more Americans that wanted cars than there were cars and he saw that there needed a consumer protection for the returning veterans to "get mobile" and the country to get on with it.

The Senator wrote and sponsored the legislation that created the Federal Aviation Administration after losing several friends in airplane crashes in the 1940s to create stronger safety guidelines. All private planes in the United States are registered at the Mike Monroney Aeronautical Center in Oklahoma City. Air Traffic Controllers are also trained there. As a result of his contribution to aviation he was "Mr. Aviation" in the Senate and won the Wright Brothers Award the highest aviation award granted.

He was voted by the Senate Pages as "the nicest Senator" and was known for being a statesman. He lost his Senatorial bid in 1968 after 30 years serving Oklahoma.

Senator Monroney was considered as a running mate for Illinois Governor Adlai Stevenson in 1952, but was rejected for his lack of national recognition.[1] He was married to Mary Ellen Mellon of the Mellon banking family and had one son, Michael Monroney, four grandchildren, Erin, Alice, Michael and Susanna Monroney Quinn, and three great-grandchildren, Meghan and Mitchell Monroney and adorable Jocelyn Luddy (daughter of Susanna Monroney Quinn and stepdaughter of former White House Counsel, Jack Quinn).

MONRONEY, ALMER STILLWELL “MIKE” (1902-1980)

U.S. Representative and Senator A. S. "Mike" Monroney, was born in Oklahoma City on March 2, 1902, to A. E. "Doc" and Elizabeth Buckless Monroney. Both parents were pioneer Sooners, having come to Oklahoma Territory shortly after the Land Run of 1889.

Mike Monroney attended Oklahoma City public schools, graduating from Oklahoma City High School, later Central High School. Active in school affairs, he was a reporter on the school paper, and he was center of the state championship football team. At the University of Oklahoma he became the first junior in the history of the university to serve as editor of the Oklahoma Daily. He graduated in 1924 with a degree in journalism, a Phi Beta Kappa key, the Bronze Letzeiser award for scholastic standing and activities, and membership in Pe-et, the university's oldest honor society.

He went to work as a cub reporter for the Oklahoma News. Initially assigned to the crime beat, he became the paper's political reporter when he scooped the other state papers with the story that Sen. Robert L. Owen would not support former governor John C. "Jack" Walton as Democratic nominee for the U.S. Senate in the 1924 general election. While with the Oklahoma News, Monroney started the Oklahoma Gridiron, an annual event recounting the past political year and roasting its prominent participants. His newspaper days came to an end in 1928 when his father asked him to help with the furniture business. He became president of the concern a few weeks later when his father died. In 1932 he married Mary Ellen Mellon and adopted her son by a previous marriage, the boy taking his adoptive father's name.

Mike Monroney's first venture into politics as a candidate came in 1937 when he ran in a special election for U.S. Representative from Oklahoma's Fifth District, composed of Oklahoma, Logan, Payne, Cleveland, McClain, Garvin, and Murray counties. Fourteen Democrats sought their party's nomination. After a grueling "friends and neighbors" campaign, Monroney ran third. In 1938 he made his second race. Defeating thirteen other Democrats for the nomination by a comfortable plurality, he won an easy general election victory.

Monroney's twelve years in the House spanned the end of the New Deal, World War II, the beginning of the Cold War, and the Korean Conflict. On the domestic side, he was a strong supporter of wartime wage and price controls. When a more favorable standard for determining parity prices for petroleum products was proposed, he vigorously fought the change, even though his stance was unpopular in Oklahoma.

After the war he believed the federal government had a significant role to play in making housing available for returning veterans. He voted for public housing measures, including the Wagner-Ellender-Taft bill of 1949, which provided for the construction of 810,000 low-rent public housing units. He voted against the original version of the Taft-Hartley labor bill when it passed the house in 1947. However, he supported the conference committee version, and voted to override the president's veto.

His most lasting contribution, however, was the Legislative Reorganization Act of 1946, the first and only major overhaul of congressional machinery in the twentieth century. For his efforts to reform the legislative process, he received the Collier's Magazine Award for Distinguished Congressional Service. An internationalist in foreign affairs before 1939, the senator remained so in the postwar years. He served on the Herter Committee, which laid the foundation for the Marshall Plan, and he strongly supported foreign aid.

In 1950 he decided to challenge Oklahoma's four-term senator, Elmer Thomas. Thomas had been a power in Oklahoma politics since statehood, and the campaign was hard-fought. Monroney led the primary and then defeated Thomas in the runoff. In the general election he defeated Rev. W. H. "Bill" Alexander, pastor of Oklahoma City's First Christian Church. In the Senate Monroney strongly supported federal aid for education, flood control projects, the construction of airports, and the Rural Electrification Administration. He wrote the Federal Aid to Airports Acts of 1955, 1959, and 1961, and the Federal Aviation Act of 1958, establishing the Federal Aviation Administration, for which he became known as "Mr. Aviation." The FAA center in Oklahoma City was named the Mike Monroney Aeronautical Center. In the area of foreign policy he authored a bill establishing the International Development Association to make low interest loans to underdeveloped nations.

Monroney did not shrink from controversy. He came to the Senate during the height of the McCarthy affair, and he played a major role in censuring the Wisconsin senator. On more than one occasion, he and McCarthy clashed in Senate debate. Monroney voted for the Civil Rights Acts of 1957, 1960, and 1964. He also refused to sign the "Southern Manifesto," a call by a group of Southern senators in 1956 urging resistance to school desegregation. A strong supporter of Adlai Stevenson's presidential bids, Monroney came close to being named to the ticket with Stevenson in 1952. In 1960 he headed the effort to draft Stevenson for a third presidential nomination.

When Monroney made his fourth race for the Senate in 1968, the political landscape of Oklahoma was very different from that of 1950. In 1952 Oklahomans had voted for a Republican presidential nominee, Dwight Eisenhower, for the first time in twenty-four years. Republican presidential victories followed in Oklahoma in 1956 and 1960. Then in 1962 Oklahomans had elected their first Republican governor, a feat repeated in 1966.

Oklahomans' increasing willingness to vote for Republican candidates put Monroney's reelection chances in jeopardy. Weak in the state's two most populous counties, Oklahoma and Tulsa, he lost both in 1950, carried Oklahoma County in 1956 and 1962, but lost Tulsa County both times. His final opponent, in 1968, was Henry Bellmon, Oklahoma's first Republican governor and one of the state's most popular political figures. All of these factors were simply too great to overcome. Henry Bellmon defeated him by 470,120 to 419,658 votes, ending Monroney's thirty years of service to his state.

An active communicant of the Episcopal Church, Monroney gave a ten-thousand-dollar honorarium to the Episcopal Diocese of Oklahoma for use in building Casady School in Oklahoma City. He died February 13, 1980. A memorial service was held at the National Cathedral in Washington, D.C.
